THE COLORADO RIVER PROBLEM 347 If the Federal Government decides to provide flood storage for the Lower Basin, it should be provided in Mohave Valley where it will conform to the maximum use of the river for all purposes. Such a dam should be designed and operated for the present in a manner that will not increase the low-water flow beyond present irrigation needs. Steps should be instituted as early as practicable to negotiate a suitable treaty with Mexico covering the maintenance of levees, canals, etc., in Mexico and an agreement as to the water that will be provided for Mexican lands.
